When voting on a resolution it is common for an insolvency practitioner not to call for formal proofs of debt.
One reason for this is because an insolvency practitioner may not want to incur the cost of adjudicating the proofs of debts to the standard required to pay a dividend. for the purposes of voting the insolvency practitioner can admit for voting purposes using different criteria.
When a claim appears on the Poll tab without a proof of debt a warning message appears:
Submitting a proof of debt
To submit a proof of debt for voting purposes, click "Submit proof" and the claim entry form appears.
The "Claim is informal" box is ticked which highlights that you're submitting an informal claim for voting.
Note:
You can edit the claim in future once the insolvency practitioner has called for formal proofs of debt.
