Consider a resolution that requires 50% in value and 50% in number voting in favour, in order for a resolution to pass.
If you have one creditor voting "In favour" and another creditor abstaining from voting, then the resolution will passed with 100% voting in favour for both value and number.
Why do some creditors choose to abstain?
